Introduction to Vice Chair: Sarah Xu

My name is Sarah Xu and I am so honored to be your UNHRC Vice Chair this year. I am a sophomore at UC Berkeley majoring in Environmental Economics and Policy and minoring in Global Poverty and Practice.

In addition to Model United Nations, I am currently the Theme Program Assistant in the Global Environment Theme House, a contributor to the Leaflet, and an associate in the ASUC Senate office of Anna Whitney.

Aside from academics, I love getting lost on public transportation around the Bay Area and drinking copious amounts of coffee.

I am so excited for BMUN LXVII and I hope that you all enjoy and learn a lot from our committee. I will sadly not be able to interact with you, the delegates, during committee as I will be running the Office of Public Information (OPI) during the conference. Are NGOs the only way to support IDPs?

As noted in the background guide, there are many factors that can cause people to become internally displaced. The cluster groups of NGOs and other aid organizations work together to provide the IDPs with their basic needs. The Water Project has been a part of these cluster groups to provide immediate assistance to clusters before. In addition, they also work to mitigate water scarcity driven displacement through the building of " wells, dams and other water catchment systems." While the current cluster approach helps IDPs access basic needs, it doesn't address the larger systemic failures of governments to provide for their people who are displaced nor function as a lasting fix to the systems that cause displacement (war, development, etc).  How can governments better provide for internally displaced people? Internal Displacement, Climate Change and the Crisis of International Law

From the 1990s when multiple substantive proposals were brought forward concerning IDPs at the UN, the world has drastically changed in terms of its environment and environmental impacts on local populations. The primary alteration in recent years, has been the augmented influence of climate change on displacement. According to a study by the Internal Displacement Monitoring Centre (IDMC), one of the primary conflicts that comes up due to the displacement caused by climate change-related disasters or rising sea levels, is the ambiguity of international law concerning climate change induced displacement.  (For the full report see report attached) The report published by the IDMC discusses how a legal distinction between forced and voluntary displacement becomes especially difficult in the cases regarding climate change.
